Aims, Vision, and Scope of Me’yar

Me’yar is a bi-annual, double-blind peer-reviewed research journal published by the Department of Urdu, International Islamic University, Islamabad. Since its inception, Me’yar has been devoted to upholding high academic standards and has been officially recognized by the Higher Education Commission (HEC) of Pakistan in the Y Category.The journal provides a credible platform for scholarly inquiry into diverse fields of Urdu language, literature, criticism, linguistics, and allied disciplines.

As an interdisciplinary academic journal, Me’yar encompasses a wide spectrum of research themes, addressing classical, modern, and contemporary trends in Urdu studies. It serves as a bridge between traditional literary scholarship and emerging research paradigms, thereby contributing to the intellectual expansion of Urdu studies at both national and international levels.

Committed to fostering productive academic dialogue, Me’yar promotes a spirit of scholarly openness, analytical rigor, and critical engagement. The journal encourages meaningful interaction between various methodological, theoretical, and ideological perspectives and seeks to deepen mutual understanding among different schools of thought associated with Urdu research.

One of the central aims of Me’yar is to support and strengthen indigenous research approaches through globally recognized scholarly standards. By encouraging originality, critical insight, and methodological soundness, the journal aspires to enhance the overall impact of Urdu research and criticism on society.

Me’yar consistently motivates researchers to explore new horizons, engage with emerging debates, and produce high  quality research on diverse, challenging, and innovative topics that contribute meaningfully to the evolving landscape of Urdu scholarship.

Me’yar adheres to the Ethical Guidelines of the Higher Education Commission (HEC), Pakistan. The following principles form the core of the journal’s ethical framework:

1. Editorial Responsibilities

The Editorial Board of Me’yar is responsible for determining which submitted manuscripts will be published, based on the recommendations of double-blind peer reviewers. Decisions are guided by the journal’s policies and by legal requirements pertaining to libel, copyright infringement, and plagiarism.

Editors and reviewers must evaluate manuscripts solely on the basis of their academic merit importance, originality, validity, and clarity without discrimination based on the author’s race, gender, ethnicity, religion, political views, or institutional affiliation.

Editors are responsible for ensuring the confidentiality of submitted manuscripts. No unpublished material may be used for any other purpose without the express permission of the author. Editors and reviewers must not have any conflict of interest regarding the research they evaluate.

2. Reviewers Responsibilities

Reviewers play an essential role in assisting the editors in making publication decisions. Their reports must be objective, detailed, and constructive, backed by scholarly evidence to help authors improve their work.

A reviewer who feels unqualified to assess a manuscript or is unable to complete the review within the specified time should notify the editor and withdraw from the review process.

Reviewers must maintain strict confidentiality. Manuscripts and the information within them must not be used for personal advantage. Reviewers should not accept manuscripts in which they have a conflict of interest with any of the authors.

3. Authors Responsibilities

Authors must ensure that the submitted work is their original research. All borrowed materials must be properly cited. Fraudulent or inaccurate statements constitute unethical behavior.

Authors must not submit the same research to more than one journal. A signed declaration confirming that the manuscript is unpublished and not under consideration elsewhere must accompany every submission.

Authors must also provide:

• A plagiarism report (Turnitin)
• A 500-word English abstract
• English translation of the title
• Four keywords
• A bibliography in Roman script

Manuscripts must follow the formatting requirements of Me’yar, including:

• Jameel Noori Nastaleeq, size 14
• Single line spacing
• A4 size with specific margins (top 1.9”, others 1.7”)
• 7000–10,000 words (shorter only if exceptionally strong)
• Footnote citations following Chicago Manual of Style (17th ed.)

4. Plagiarism and Handling of Unethical Behavior

Plagiarism in any form is unacceptable. Me’yar checks all submissions using Turnitin. As per HEC policy, manuscripts with more than 19% similarity index may be rejected or conditionally accepted.

If ethical concerns arise regarding a submitted or published article, the Editorial Board and publisher will investigate, regardless of how much time has passed. Proven cases of misconduct, fraudulent data, or plagiarism will result in appropriate actions, including:

• Retraction
• Expression of concern
• Correction
• Apology or clarification

Editors must take necessary steps to prevent the publication of unethical or compromised research.

6. Fee Policy

Me’yar is published with support from the Higher Education Commission of Pakistan and the International Islamic University, Islamabad. The following charges apply:

• Peer Review Fee (Non-refundable): PKR 5000/-
• Publication Fee (After Acceptance): PKR 15000/-

7. Abstracting and Indexing

Articles published in Me’yar are indexed in:

• Isharia Urdu Jaraid
• Tehqeeqat (Research Indexing System)

8. Copyright Policy

Publication in Me’yar implies that authors assign copyright to the journal, including electronic publication rights. Authors may reuse their work with proper acknowledgment of Me’yar as the original place of publication.

9. Copy-editing Rights

The Editor reserves the right to copy-edit and introduce necessary corrections to enhance clarity, coherence, and stylistic accuracy.

10. Disclaimer

Responsibility for the accuracy of facts, data, and opinions lies solely with the authors. The views expressed in Me’yar do not necessarily represent those of the Editor or the institution. Authors must acquire permission for any copyrighted material reproduced in their articles.

معیاراردو ادب کے مختلف علمی و تحقیقی پہلوؤں پر مبنی ایک ششماہی، (double-blind peer-reviewed) تحقیقی مجلہ ہے، جو شعبۂ اُردو، بین الاقوامی اسلامی یونیورسٹی، اسلام آباد کے زیر اہتمام شائع ہوتا ہے۔ اپنے قیام سے اب تک یہ مجلہ تحقیقی معیار، علمی دیانت اور ادبی وقار کو برقرار رکھنے کے لیے کوشاں ہے اور پاکستان کے اعلیٰ تعلیمی کمیشن (HEC) کی طرف سے درجہ “Y” میں منظوری یافتہ ہے۔

معیار ایک بین الشعبہ (interdisciplinary) تحقیقی مجلہ ہے جو اردو زبان و ادب کے وسیع اور متنوّع علمی میدانوں کو محیط ہے۔ کلاسیکی ادب سے لے کر جدید و مابعد جدید ادبی مباحث، لسانی تحقیق سے لے کر نظری و تنقیدی افکار تک یہ مجلہ اُن تمام مباحث کا احاطہ کرتا ہے جو اردو زبان و ادب میں جاری علمی مکالمے کو تقویت پہنچاتے ہیں۔

مجلہ معیار کا مقصد تحقیق کے فروغ، علمی ہم آہنگی اور مختلف فکری و تنقیدی مکاتبِ فکر کے مابین باہمی تفہیم پیدا کرنا ہے۔ یہ مجلہ ایسے تحقیقی مکالمے کو فروغ دیتا ہے جو فکری تنوّع، تجزیاتی دیانت اور علمی مکالمے کی وسعت کو بڑھاتا ہے۔ اس طرح یہ مجلہ اردو تحقیق اور تنقید کے ارتقائی سفر میں ایک معیاری کردار ادا کر رہا ہے۔

معیار کا ایک اہم مقصد ایسے تحقیقی رویّوں کو پروان چڑھانا ہے جو مقامی علمی روایت کو عالمی تحقیق کے معیارات کے ساتھ ہم آہنگ کر سکیں، تاکہ اردو تحقیق کا اثر و نفوذ معاشرتی، ادبی اور فکری سطح پر زیادہ مثبت اور نتیجہ خیز ثابت ہو۔ یہ مجلہ محققین کو نئے موضوعات، تازہ زاویوں اور معیاری تنقیدی رجحانات کی جستجو کی ترغیب دیتا ہے۔

معیار محققین کو معیارِ تحقیق، جدتِ فکر، اور وسعتِ مطالعہ کی بنیاد پر ایسے علمی مقالات تحریر کرنے کی حوصلہ افزائی کرتا ہے جو اردو کے علمی ذخیرے میں حقیقی اور دیرپا اضافہ کر سکیں اور بدلتے ہوئے علمی تناظر میں نئے مباحث، نئے سوالات اور نئی جہتیں متعارف کرا سکیں۔

معیاری تحقیق کے فروغ کے لیے معیار ہائر ایجوکیشن کمیشن (HEC) پاکستان کے مقررکردہ اخلاقی اصولوں کی مکمل پیروی کرتا ہے۔ مجلے کے اخلاقی فریم ورک کی بنیاد درج ذیل نکات پر مشتمل ہے:

1۔ ادارتی  ذمہ داریاں

• معیار کا ادارتی بورڈ موصول ہونے والے مقالات کی اشاعت سے متعلق حتمی فیصلے کا ذمہ دار ہے، اور یہ فیصلے (peer reviewers) کی سفارشات کی بنیاد پر کیے جاتے ہیں۔
• ادارتی بورڈ  صرف اور صرف مقالے کے علمی معیار،اہمیت، جدت، تحقیق کی صحت، اور وضاحت کو مدنظر رکھتا ہے، اور کسی بھی طرح کا تعصب (نسل، جنس، مذہب، سیاسی نظریات، نسلی یا ادارہ جاتی وابستگی) پر اثر انداز نہیں ہوتا۔
• ادارتی بورڈ  تمام موصولہ مقالات کی رازداری کا پابند ہے۔ غیر شائع شدہ مواد کو مصنف کی اجازت کے بغیر کسی مقصد کے لیے استعمال نہیں کیا جا سکتا۔
• ادارتی بورڈ اور جائزہ کار ایسے کسی بھی مقالے کے جائزے سے اجتناب کریں گے جس میں ان کا (Conflict of Interest) پایا جاتا ہو۔

2۔جائزہ کاروں (Reviewers) کی ذمہ داریاں

• جائزہ کار ادارتی بورڈ  کی معاونت کرتے ہوئے غیر جانب دار، معروضی، مفصل اور تعمیراتی (constructive) رپورٹ فراہم کریں تاکہ مقالہ نگار  اپنے کام کو بہتر بنا سکیں۔
• جو جائزہ کار خود کو متعلقہ موضوع کا ماہر نہ سمجھتا ہو یا مقررہ وقت میں رپورٹ جمع نہیں کر سکتا، وہ فوراً ادارتی بورڈ  کو مطلع کرے۔
• جائزہ کار سخت رازداری  کے پابند ہیں۔ مقالے کے مواد کو کسی ذاتی فائدے کے لیے استعمال کرنا ممنوع ہے۔
• جائزہ کار ایسے مقالات قبول نہ کریں جن میں ان کا مصنفین کے ساتھ کوئی مفاداتی تعلق پایا جاتا ہو۔

3۔مقالہ نگاروں کی ذمہ داریاں

• مقالہ نگاراس بات کو  یقینی بنائیں کہ ان کا کام بالکل تحقیقی اصولوں کے عین مطابق ہے اور تمام ماخوذ مواد کا درست حوالہ دیا گیا ہے۔ غلط یا گمراہ کن بیانات غیر اخلاقی طرزِ عمل تصور ہوں گے۔
• ایک ہی مقالہ بیک وقت ایک سے زیادہ جرنلز میں جمع کرانا خلافِ اصول ہے۔
• مقالے کے ساتھ مقالہ نگار  کو درج ذیل دستاویزات لازماً جمع کرانا ہوں گی:
• ٹرن اٹ اِن پلیجریزم رپورٹ
• کم از کم 500 الفاظ کا انگریزی خلاصہ
• عنوان کا انگریزی ترجمہ
• چار کلیدی الفاظ
• رومن رسم الخط میں حوالہ جاتی فہرست

مزید یہ کہ مقالہ درج ذیل فنی تقاضوں کے مطابق ہو:

• جمیل نوری نستعلیق فونٹ، سائز 14
• سنگل لائن اسپیسنگ
• A4 سائز صفحہ، بالائی مارجن1.9انچ اور بقیہ تینوں 1.7ا نچ
• 7000 تا 10,000 الفاظ (انتہائی معیاری ہونے کی صورت میں کم الفاظ کا مقالہ بھی قبول ہو سکتا ہے)
• حوالہ جات ،مقالے کے آخر پر شکاگو مینوئل اسٹائل (17ویں ایڈیشن) کے مطابق

4۔سرقہ نویسی اور غیر اخلاقی طرزِ عمل سے نمٹنے کی پالیسی

• سرقہ (Plagiarism) کی کسی بھی صورت کی معیار میں کوئی گنجائش نہیں۔ تمام مقالات کو Turnitin کے ذریعے جانچا جاتا ہے۔
• HEC کی پالیسی کے مطابق 19فیصد سے زیادہ Similarity Index والے مقالات مسترد یا مشروط طور پر قبول کیے جا سکتے ہیں۔
• اگر کسی مقالے یا شائع شدہ تحریر کے متعلق کسی بھی مرحلے پر اخلاقی شکایات سامنے آئیں تو ادارتی بورڈ مکمل تحقیقات کرتا ہے۔
• بددیانتی، جعلی ڈیٹا یا سرقہ ثابت ہونے کی صورت میں درج ذیل اقدامات کیے جا سکتے ہیں:
• مقالے کی واپسی (Retraction)
• اظہارِ تشویش (Expression of Concern)
• اصلاح (Correction)
• وضاحت یا معذرت کی اشاعت

ادارتی بورڈ ہر ممکن کوشش کرتا ہے کہ غیر اخلاقی یا کمزور تحقیق کی اشاعت کو روکا جائے۔

6۔فیس پالیسی

معیار ہائر ایجوکیشن کمیشن پاکستان اور بین الاقوامی اسلامی یونیورسٹی اسلام آباد کے تعاون سے شائع کیا جاتا ہے۔ درج ذیل فیس لاگو ہوگی:

• پیئر ریویو فیس (ناقابلِ واپسی): 5000 روپے
• منظوری کے بعد اشاعتی فیس: 15000 روپے

7۔اشاریہ سازی (Indexing & Abstracting)

معیار میں شائع شدہ مقالات درج ذیل اشاریہ جاتی نظام میں شامل کیے جاتے ہیں:

• اشاریہ اردو جرائد
• تحقیقات (Research Indexing System)

8۔حقِ اشاعت (Copyright Policy)

معیار میں اشاعت کا مطلب ہے کہ مصنف حقِ اشاعت جرنل کے نام منتقل کرتا ہے، بشمول الیکٹرانک اشاعت کے حقوق۔
مقالہ نگار  اپنے کام کو دوبارہ استعمال کر سکتا ہے، بشرطیکہ پہلے مقامِ اشاعت کے طور پر معیار کا حوالہ دے۔
تیسری پارٹی کی اشاعت یا دوبارہ طباعت کی درخواستیں مدیر کے نام ارسال کی جائیں۔

9۔کاپی ایڈیٹنگ کے حقوق

اداریہ مواد کی وضاحت، ربط اور فنی درستگی کے لیے ضروری ترامیم و تدوین کا حق محفوظ رکھتا ہے۔

10۔اعلانِ لاتعلقی (Disclaimer)

حقائق، ڈیٹا اور آراء کی مکمل ذمہ داری مقالہ نگاروں  پر عائد ہوتی ہے۔
معیار میں شائع شدہ آراء ادارتی بورڈ یا ادارے کی نمائندگی نہیں کرتیں۔
مقالہ نگارکسی بھی ماخوذ یا حقوقِ محفوظ مواد کی اشاعت کے لیے متعلقہ اجازت نامہ حاصل کرنے کے پابند ہیں۔
