Ethical Policy of the Fikr-o Nazar

Fikr-o Nazar is committed to the highest ethical standards.  In order to ensure high-quality academic research, it follows the Higher Education Commission's Ethical Guidelines. The following principles are key to the journal's Ethical Policy:

The Editorial Board of the journal is responsible for deciding which of the articles submitted to the journal should be published on the basis of their blind peer-review reports. The Editorial Board is guided by the policies of the journal and constrained by legal requirements related to libel, copyright infringement, and plagiarism. Members of the Editorial Board confer and refer to reviewers’ recommendations in making any decision. An editor, a member of the Editorial Board or a reviewer must evaluate manuscripts for their intellectual contents without regard to race, gender, political philosophy, citizenship, or religious beliefs of the authors.

The editors of the Journal must evaluate submitted manuscripts exclusively on the basis of their academic merit (importance, originality, study’s validity, clarity) and its relevance to the journal’s scope, without regard to the authors’ race, gender, ethnic origin, citizenship, religious belief or political philosophy. However, they have the right to exclude any material that breaks legal requirements regarding libel, copyright infringement and plagiarism.  The editors are also responsible for ensuring the confidentiality of the submitted works until they are published, except in the case of suspicion of multiple submissions.  In case, it is decided not to publish a material, the manuscript should not be used for any other purpose without express written consent of the author.  The editor of a submitted manuscript has no stake in the authorship.

Plagiarism and Handling of Unethical Behaviour:

Plagiarism in all its forms constitutes unethical publishing behavior and is not acceptable. Material quoted verbatim from the author's previously published work or other sources must be placed in quotation marks. The submissions made to the Journal must be checked by the editors for plagiarism at the initial stages. For the purpose of checking the similarity, Fikr-o Nazar uses TurnItIn software (https://www.turnitin.com/). As per the policy of Higher Education Commission of Pakistan, in case the manuscript has a similarity index of more than 19%, it will either be rejected or left at the discretion of the Editorial Board for the purpose of a conditional acceptance.

The Editors of the journal, in conjunction with the publisher, will take responsive measures when ethical concerns are raised with regard to a submitted manuscript or published paper. Every reported act of unethical publishing behaviour will be looked into, even if it is discovered years after publication. The editors and the publisher, together shall take reasonable steps to identify and prevent the publication of papers where research misconduct has occurred, and under no circumstances encourage such misconduct or knowingly allow such misconduct to take place. In cases of alleged or proven misconduct, fraudulent publication or plagiarism, the editors, in close collaboration with the publisher, will take all appropriate measures to clarify the situation and to amend the article in question. This includes the prompt publication of an erratum, clarification, apology, expression of concern or other note as may be relevant, or, in the most severe case, the retraction of the affected work.

The reviewers of Fikr-o Nazar assist the editors in taking the decision of publishing submitted manuscripts. The reviews must be objective, comprehensive, and accurate. Observations supported with evidences should be clearly formulated, so that the authors may use them for improving the papers. If a referee feels unqualified to review any specific work or is afraid that he/she will not be able to complete the review within the prescribed period should inform the editor and excuse him/her from the task. The reviewers are supposed to treat the manuscript(s) received for peer-reviewing as confidential and must not use the information obtained from them for personal advantage. Neither should they accept reviews of manuscript(s) in which they have conflicts of interest with author(s) of the paper(s).

The authors of the manuscripts submitted to Fikr-o Nazar should ensure that submissions are entirely their own original work.  When the authors use other materials and sources they should be appropriately cited. They should present an objective discussion of the research work as well as sufficient details and references to enable others to assess and evaluate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable. Any attempt of plagiarism would outright lead to the rejection of the submitted manuscript. Plagiarism, in all its forms, constitutes unethical publishing behaviour and is strongly condemned. Authors must not submit the same work or essentially the same research simultaneously to multiple journals.

”فکرونظر“ تحقیق کے حوالے سے اعلیٰ ترین اخلاقی معیارات کا حامل مجلہ ہے۔ اعلیٰ علمی تحقیق کو یقینی بنانے کے لیے فکرونظر ہائر ایجوکیشن کمیشن کی اخلاقی پالیسی پر عمل پیرا ہے اس ضمن میں درج ذیل اصولوں کو مدنظر رکھا جاتا ہے:

مجلس ادارت

مجلے کی مجلس ادارت کو یہ ذمہ داری تفویض کی گئی ہے کہ وہ وصول شدہ مقالات پر ماہرینِ فن کے سری جائزے کو بنیاد بنا کر ان کی اشاعت/عدم اشاعت کا فیصلہ کرے۔ ”فکرونظر“ کی مجلس ادارت مجلے کی پالیسیوں پر عمل پیرا ہے اور توہین آمیز مواد کی اشاعت، کاپی رائٹ کی خلاف ورزی اور علمی سرقے کے حوالے سے قانونی تقاضوں کی پابند ہے۔ مجلس ادارت کے ارکان مقالات کی اشاعت کے حوالے سے فیصلہ کرتے ہوئے تبصرہ نگاران کی تجاویز کو مدنظر رکھتے ہیں۔ ایک مدیر، مجلس ادارت کے رکن یاتبصرہ نگار کے لیے ضروری ہے کہ وہ وصول شدہ مقالات کا معیار جانچتے ہوئے نسل، جنس، شہریت یاسیاسی و مذہبی میلانات کے بجائے ان میں پیش کیے گئے افکار کو مدنظر رکھے۔

مدیران

مجلے کے مدیران کو چاہیے کہ وہ وصول شدہ مقالات کا معیار جانچتے ہوئےمقالہ نگاران کی نسل، جنس، شہریت، قومیت، یاسیاسی و مذہبی میلانات کے بجائے ان میں پیش کیے گئے افکار، مجلے کے محاور سے ان کی مناسبت اور اکادمی معیارات کو مدنظر رکھیں ۔ البتہ ان کو یہ حق حاصل ہے کہ اگر مقالات میں کوئی ایسا مواد موجود ہو جس سے توہین آمیز مواد، کاپی رائٹ یا علمی سرقے کے حوالے سے قانونی مطالبات کی خلاف ورزی ہوتی ہو تو وہ اس سے نکال سکیں۔ مدیران مجلہ پر یہ ذمہ داری بھی عائد ہوتی ہے کہ وہ وصول شدہ مقالات کی رازداری کو ان کی اشاعت تک برقرار رکھیں۔ البتہ اگر اس بات کا خدشہ ہو کہ مقالے کو ”فکرونظر“ کے علاوہ دیگر مجلات میں بھی اشاعت کے لیے بھیجا گیا ہے تو اس شرط کو ملحوظ خاطر رکھنا ضروری نہیں ہے۔ اگر کسی وصول شدہ مقالے کو شائع نہ کرنے کا فیصلہ کر لیا گیا ہو تو اس کے مخطوط کو مؤلف کی تحریری اجازت کے بغیر کسی اور مقصد کے لیے استعمال نہیں کیا جاسکتاہے۔ وصول شدہ مقالے کی تصنیفی ملکیت میں مدیر کا کوئی حصہ نہ ہوگا۔

علمی سرقہ اور غیر اخلاقی برتاوؑ کے حوالے سے پالیسی

علمی سرقہ، خواہ وہ کسی بھی شکل میں ہو، علمی مواد کی نشر و اشاعت کے حوالے سے غیر اخلاقی برتاوؑ کا مظہر ہے اور اسے کسی بھی صورت قبول نہیں کیا جا سکتا۔ مقالہ نگاران کو چاہیے کہ کسی دوسرے کے الفاظ و افکار کو حوالہ دیے بغیر استعمال نہ کریں۔ مدیران کی ذمہ داری ہے کہ وہ اشاعت کی غرض سے بھیجے گئے مقالات میں علمی سرقے کو جانچنے کے لیے ابتدائی مراحل میں ہی اقدامات کریں۔ فکر و نظر وصول شدہ مقالات میں علمی سرقے کو جانچنے کے لیے “ٹرن اٹ ان” سافٹ وئیر کا استعمال کرتا ہے۔  ہائیر ایجوکیشن کمیشن، پاکستان کی پالیسی کے مطابق اگر وصول شدہ مقالات میں  “ٹرن اٹ ان” سافٹ وئیر پر ۱۹ فیصد سے زائد مماثلت پائی جاتی ہو تو یا تو اسے ابتدائی مرحلے پر ہی مسترد کر دیا جائے گا یا پھر مجلس ادارت سے اس کی اشاعت/ عدم اشاعت کے حوالے سے رہنمائی لی جائے گی۔

 اگر مجلے میں اشاعت پذیر یا شائع شدہ مقالات میں غیر اخلاقی برتاوؑ کے حوالے سے کوئی شکایت موصول ہوتی ہے تو مجلے کے مدیران ناشر کے ساتھ مل کر جوابی تدابیر اختیار کریں گے۔ اس حوالے سے موصول ہونی والی تمام شکایات کی تحقیق کی جائے گی خواہ وہ مقالہ شائع ہونے کے برسوں بعد ہی موصول ہوں۔ مجلے کے مدیران ناشر کے ساتھ مل ان مقالات کی اشاعت کی روک تھام کے لیے ہر ممکن اقدامات کریں گے جن میں تحقیقی بددیانتی ثابت ہو جائے۔ اگر مجلے میں اشاعت پذیر یا شائع شدہ مقالات کے حوالے سے بددیانتی اور غیر اخلاقی رویہ ثابت ہو جاتا ہے تو اس حوالے سے مجلے کے مدیران اور ناشر اغلاط نامہ، وضاحت، معافی نامہ، اظہار تشویش اور انتہائی صورت میں مقالے کی بازگردانی سمیت تمام ضروری اقدامات کریں گے۔

تبصرہ نگاران

”فکرونظر“ کے تبصرہ نگاران وصول شدہ مقالات کی اشاعت/ عدم اشاعت کے حوالے سے فیصلہ کرنے میں مدیران کی مدد کرتے ہیں۔ مقالات پر تبصرہ معروضی، جامع اور معیاری ہونا چاہیے۔ تبصرہ نگار کے لیے لازم ہے کہ وہ مقالات کے حوالے سے مبنی بر دلائل ملاحظات کو واضح طور پر ضابطۂ تحریر میں لائے تاکہ مؤلفین انہیں اپنے مقالات کو بہتر کرنے کے لیےاستعمال کرسکیں۔ اگر کوئی تبصرہ نگار خود کو کسی خاص مقالے کی تقییم  کے لیے غیر موزوں سمجھتا ہے یا اسے اس بات کا خدشہ ہے کہ وہ مقررہ وقت پر مقالے کی تقییم نہ کر سکے گا تو اسے چاہیے کہ وہ مدیر کو مطلع کر کے اس ذمہ داری سے سبکدوش ہو جائے۔ تبصرہ نگاران سے توقع کی جاتی ہے کہ وہ وصول شدہ مقالات کے حوالے سے رازداری برتیں گے اور ان سے حاصل کی گئی معلومات کو کسی ذاتی فائدے کے لیے استعمال نہیں کر یں گے۔ نیز وہ تبصرے کے لیے ایساکوئی مقالہ وصول نہیں کریں گے جس کے مؤلف/مؤلفین سے ان کا تصادمِ مفاد ہو۔

مقالہ نگاران

”فکرونظر“ میں مقالات بھیجنے والوں کے لیے لازم ہے کہ وہ اس بات کو یقینی بنائیں کہ ان کا کام طبع زاد تحقیقی کاوش ہو اور انھوں نے مناسب حوالے کے بغیر کسی مصدر یا مرجع کا استعمال نہ کیا ہو۔ نیز انھوں نے اپنی تحقیق کو معروضی انداز میں پیش کرنے کے ساتھ ساتھ ضرور ی تفصیلات اور حوالہ جات سے بھی مزین  کیا ہوتا کہ قارئین اس کی جانچ پرکھ کر سکیں۔ دھوکہ دہی پر مبنی یا شعوری طور پر غلط بیانات ناقابل قبول اور غیر اخلاقی طرز عمل کی علامت ہیں۔ اگر کسی وصول شدہ مقالے میں علمی سرقہ پایا جاتا ہو تو اسے فوری طور پر مسترد کر دیا جائے گا۔ علمی سرقہ، خواہ وہ کسی بھی شکل میں ہو، غیر اخلاقی طرز عمل کی نشاندہی کرتا ہے اور اس کی ہر حال میں حوصلہ شکنی کی جانی چاہیے۔ علاوہ ازیں، مقالہ نگاران کے لیے لازم ہے کہ وہ کسی ایک ہی مقالے یا تحقیقی کام کو بیک وقت مختلف مجلات میں نہ بھیجیں۔
